We have an exciting opportunity for an Assistant Business Partner for Marketing & Major Projects to join Avon Fire & Rescue Service’s (AF&RS) Corporate Communications team. Under the supervision of Senior Business Partner – Marketing Communications, you will be responsible for the delivery of effective and impactful marketing communications which support the work and raise the profile of departments across the organisation as well as major Service projects including National Operational Guidance, that Transformation programme and recruitment.

You will adopt a business partnering approach by working in collaboration with a range of internal and external audiences to design and develop targeted communications which support our organisational vision and is aligned to our Service values. You will be responsible for a broad range of communications activity across the service which enables forward planning, innovation, organisational and cultural change, across a variety of channels and platforms.

The successful candidate will be required to represent AF&RS as a Media Officer by providing both proactive and reactive functions, be part of an out-of-hours rota and act as a spokesperson to the local and national media.

We are looking for a creative, innovative and driven individual with extensive social media experience and experience of creating and developing marketing campaigns, promotional material and presentations.

It is essential to this role that you hold a degree (or equivalent qualification) in a relevant subject such as communications or marketing. Alternatively, you will be able to demonstrate an equivalent level of theoretical and professional knowledge.

The successful candidate will have excellent oral and written communication skills and be able to demonstrate skills required for event planning and management. You must be proficient in using IT and be capable of prioritising, working to deadlines and effective time-management.

1.      Job Purpose


    1. Under the supervision of Senior Business Partner Marketing Communications, to be responsible for the delivery of effective and impactful marketing communications which support the work and raise the profile of departments and teams across the organisation and major Service projects.

    1. To be responsible for a broad range of communications activity across the service marketing mix that enables forward planning, innovation and organisational and cultural change, across a variety all channels and platforms.


    1. To represent AF&RS as a media officer providing both a proactive and reactive function, be part of an out-of-hours rota, acting as a spokesperson to the local and national media on incidents and other organisational issues.


2.      Context and Scope


    1. AF&RS delivers a wide range of fire, rescue and community safety services across our geographic area, serving a residential population of more than one million people. AF&RS have 21 operational fire stations and employs over 800 members of made up of wholetime and on-call firefighters, control and Corporate Services staff.


    1. Avon Fire Authority (AFA) is responsible for making sure that the Service performs well and is good value for money.  It is a locally accountable body made up of elected members from the unitary authorities of Bath and North East Somerset, Bristol, North Somerset and South Gloucestershire.


    1. Your post is within the Corporate Communications team and is responsible for the delivery of marketing communications aligned to major Service projects and organisational priorities.  Alongside the Communications Officers, you will also work in partnership with specialist roles focused on digital and graphic design.


    1. The role will establish close working relationships with both internal and external stakeholders and you will be expected to adopt a Business Partnering approach to day-to-day working with teams across the organisations to delivery integrated marketing campaigns which meet with Service objectives and priorities.


    1. You will be expected to work as part of an integrated team to ensure Service objectives and priorities are met.  Consequently a flexible approach to work is essential to achieve this and working outside normal hours could be required.


3.      Main Duties and Responsibilities



    1. Work with teams across the Service including but not limited to, the Diversity, Inclusion, Cohesion and Equality (DICE) team and HR; using a Business Partnering approach to lead on the day-to-day implementation of marketing communications.


    1. Identify and maximise opportunities to work with and raise the profile of departments across the Service, both internally and externally, in delivering planned marketing communications which aim to achieve mutually desired outcomes.


    1. Build rapport and relationships with colleagues across the organisation, acting as a trusted communications advisor and influencing decision making, to ensure best working practice and outcomes which are aligned to our organisational objectives.


    1. Develop and deliver integrated marketing communication plans in partnership with teams across the organisation; providing advocacy services, a range of communications solutions and appropriately designed and branded resources.


    1. Lead on the day-to-day planning and delivery of communications activity directly linked to major Service projects including, but not limited to, National Operational Guidance (NOG), the Transformation Team, Emergency Services Network (ESN) and Recruitment.


    1. Ensure all marketing communications activity is measured, outcomes are recorded and evaluation takes place and that updates are provided and progress is reported into the Senior Business Partner Marketing Communications.


    1. Responsible for fully understanding and engaging in procedures in place to effectively and efficiently publicise appropriate messages and information, using appropriate tactics, across a range of multimedia channels.


    1. Manage the strategic coordination of marketing communications in relation to the proactive promotion of departments and the work aligned to major Service projects, by creating and maintaining a forward planning calendar.


    1. Identify, establish and maintain relationships with internal and external stakeholders, working collaboratively with local communities and multi-agency partners to build audience insight and engage with our diverse and hard to reach communities.


    1. Ensure that all marketing communication literature and materials produced are accessible to a wide variety of audiences and appropriately branded in line with the brand guidelines, addressing situations where the brand guidelines are contravened. 


    1. Responsible for ensuring effective communication and marketing plans are in place and that deadlines are met and that activity is within budget and value for money.


    1. Working closely with the Communications Business Partner Media & Engagement, to identify, forward plan and support positive coverage of the Service in the hyperlocal, local, national and trade media, as well as with the Communications Officer Internal & Media in relation to internal communications.


    1. Support the Senior Business Partner Marketing Communications in the day-to-day delivery of the Service’s culture change plan, including liaising and engaging with the Culture Change Advocates.


    1. Responsible for timely, effective and targeted online and digital communications across the website, intranet and social media platforms as part of developing fully integrated marketing communication plans.


    1. Facilitate and support our Service presence at events through the liaison and briefing of internal and external audiences and participate in such events if required.


    1. Provide a proof reading service for material produced by the team, key internal and external documents and across the Service’s online platforms including the intranet and the website.  Ensure copy is accurate, accessible and in line with the Service’s values and brand guidelines.


    1. Be part of a rota providing out-of-hours media cover, which includes the duties of updating social media, liaising with the press in relation to incidents, political or sensitive information, attending incidents in line with mobilising procedures and acting as an official spokesperson for AF&RS.


    1. Provide reactive crisis communications support in response to a significant organisational issue or major incident, including attending the incident, arranging media interviews, providing media advice to senior managers, issuing appropriate ‘warn and inform’ messages and liaising with multi-agency partners where required.


    1. Take photographs and capture video footage on behalf of the Service and maintain a library of images and footage in line with General Data Protection Requirements (GDPR).


    1. Exemplify a commitment to your Continuous Professional Development and health and wellbeing, by actively seeking opportunities to develop and enhance your skills and knowledge by undergoing appropriate training and development.

    1. You are part of the Corporate Communications team, reporting to the Senior Business Partner Marketing Communications, working under your own initiative and making key decisions which protect and promote AF&R Service.


    1. You will be expected to establish strong relationships with colleagues across the organisation and work together to plan and produce communications activity which is consistent in messaging and which feeds into the delivery of our corporate strategy.


    1. You will be expected to proactively seek out opportunities for collaborative working, engaging widely with colleagues, communications professionals and a wide variety of other partners and stakeholders.


  1. Qualifications & experience



Essential criteria:

      • degree (or equivalent qualification) in a relevant subject such as communication, or able to demonstrate an equivalent level of theoretical and professional knowledge
      • proven experience in creating and developing creative and effective marketing campaigns, promotional material and presentations
      • demonstrable skills required for events planning and management
      • exemplify an ability to build rapport, positively persuade and use communications effectively to influence the decision making process  
      • excellent oral and written communication skills, including an ability to proof read, and an ability to communicate confidently and professionally at all levels
      • be innovative with the ability to think creatively and present new ideas clearly
      • previous relevant experience in a media environment, particularly of dealing with the media crafting briefings and statements and giving interviews
      • knowledge, experience and application of crisis communications
      • proficient in Microsoft Office and web-based applications
      • extensive experience in the use of and generating content for social media
      • ability to promote a corporate image consistent with the high esteem and good reputation or the Service, both internally and externally
      • capability of prioritising, working to deadlines, being flexible and managing time effectively with minimal supervision
      • willing to share your ideas and have the ambition to take on new work areas or initiatives to support AF&RS in continually improving its services
      • willing to explore new ideas, techniques and ways to improve your own skill set
      • a demonstrable understanding and awareness of diverse cultural, demographics and special needs



      • a recognised professional PR, Marketing and/or media qualification or professional membership, or other evidence of commitment to Continuous Professional Development
      • experience of working in a social media or public relations environment
      • experience of working with budgets
      • experience of photography and filming



  1. Special Notes or Conditions (If applicable)


    1. Your duties will involve travel and you will need a current driving license (or ability to arrange suitable transport as required for your role).  You may be required to respond to incidents from your home address outside of normal working hours.


    1. Although based at a specific location, for efficiency we may require you to work from any base within the Service area for which we will pay allowances where appropriate.


    1. You are required to maintain a rota to provide 24-hour media cover outside normal working hours. You will also be expected to carry a mobile phone and may be required to take press enquiries out of normal business hours, where allowances will be paid.


    1. The nature of the role is such that there will be occasions when you will be expected to work out of normal office hours and occasional weekends, for which time off in-lieu or, in exceptional circumstances, overtime payments will be authorized.


    1. The role involves attending, and/or working with images from operational incidents which some people may find distressing.


    1. Your role may involve you dealing with highly confidential and sensitive information. It is essential that you act with tact and discretion at all times and comply with the General Data Protection Requirement (GDPR). Confidentiality must be maintained, even after leaving this post or AF&RS’ employment.


    1. You are required to wear clothing suitable to the type of work you are undertaking, which may include AF&RS branded, corporate clothing and protective clothing as deemed appropriate by your line manager.
