An exciting opportunity has arisen to join Avon Fire & Rescue Service as a Business Change Officer within our Transformation Team. We are looking for someone to support users in preparing for change, and assist in the smooth transition from project to business as usual.

 

The Business Change Officer will work with project teams and business leads to ensure a smooth transition and handover of change implementations to Business-as-Usual Team. You will develop change transition plans for Transformation projects and work packages. The successful post holder will evaluate the impact of agreed changes and identify risks of failure to embed agreed change and develop mitigation tactics.

 

To be considered for this role, you will need a good understanding of change management principles, techniques, and tools. You should also have experience in influencing stakeholders to achieve desired outcomes. The successful post holder should also have experience with managing risks, evaluating success as well have having effective conflict resolution, influencing and negotiation skills.

BUSINESS CHANGE OFFICER (TRANSFORMATION)

 BACKGROUND INFORMATION

 

 

 

Avon Fire & Rescue Service (AF&RS) serves the Unitary Authority areas of Bristol, Bath & North East Somerset, North Somerset and South Gloucestershire.  It has 21 operational fire stations, together with offices, covering all areas, with its Head Quarters based in Portishead, near Bristol.  AF&RS Control Centre, where emergency calls are handled, is situated in Lansdown, near Bath.

With an annual budget in excess of £50 million, AF&RS delivers a wide range of fire, rescue and community safety services across a geographic area of approximately 514 square miles with a residential population of more than one million people.

AF&RS employs over 800 staff made up of whole-time and on-call Firefighters, and staff in its Control Centre and Corporate Services.  

This post is within the Transformation Team and reports to the PMO Manager.  This is a temporary contract until 31 March 2024 with the possibility of extension.

AF&RS has experienced a significant amount of change over recent years not only following the publication of the Baker Report in 2017, but also due to inclusion in the first tranche of Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services inspection regime in 2018.  While good progress has been made through the Improvement Programme, failure to continue that progress could ultimately result in non-compliance with our Section 3 duty of the Local Government Act 1999.

The establishment of a dedicated Service Transformation Team to oversee the new Service Transformation Programme is imperative to guarantee that the momentum and corporate synergies already established continue, to ensure that AF&RS is a 21st century response, prevention, and protection Service. 

AF&RS is currently going through significant change with regard to policies, processes and digital technology.  The post holder will help staff get ready for the changes that will impact them, minimising the negative effects and maximising the benefits.  They will also ensure a smooth transition from project to business as usual and evaluate that changes have been embedded.

Purpose of Job:.
